She said <br /> there is no other source of funding for rehabilitation. <br /> Chair McKee asked for a definitive statement on state regulation to be gathered, for <br /> future reference. <br /> Commissioner Dorosin said there has been a real disconnect between the issue raised <br /> by Minister Campbell and the State. He said the Board believes this is a priority and he said if <br /> this State funding does not address rehabilitation for manufactured housing, then Orange <br /> County should create funding locally. <br /> Commissioner Dorosin asked if there are numbers available regarding the members of <br /> elderly population that are considered low-income. He said the report in the packet states that <br /> housing for the elderly should be a priority, but it does not break down how many are <br /> considered low-income. <br /> Audrey Spencer-Horsely said the report does include tables that provide this <br /> information. <br /> Commissioner Jacobs said he supported Commissioner Dorosin, and he suggested <br /> that the Manufactured Housing Association would likely be one of the County's most <br /> aggressive allies and should be brought into the conversation regarding affordable housing. <br /> Commissioner Rich asked if there is a definition of a manufactured home, and if it <br /> varies between government entities. <br /> Audrey Spencer-Horsely said she knows there is a definition that the Department of <br /> Housing and Urban Development (HUD) uses, and she will research if the State uses a <br /> different one. <br /> Chair McKee said there continues to be a stigma associated with mobile homes and <br /> manufactured housing. He said this stigma is unnecessary and should be eradicated.
