5 <br /> Town of Carrboro Updates: <br /> On September 18, 2012 the Town of Carrboro approved the Town's intention to <br /> contribute not more than $900,000 for the Town's 14% portion of the $650,000 Community <br /> Center and estimated $5.8 million cost of the Sewer Project. <br /> On June 18, 2013 the Carrboro Board of Aldermen approved a Resolution (Attachment 2) <br /> to Provide Comment on Alternatives Discussed by the Historic Rogers Road Neighborhood <br /> Task Force. The Town has also appropriated $450,000 (112 of the $900,000 the Town has <br /> committed to Rogers Road) in the Fiscal 201312014, for both a New Community Center and <br /> Sewer Improvements. <br /> Summary: <br /> There has been some progress to mitigate the long and short-term impacts of the Orange County <br /> Solid Waste Operations on the health, safety and welfare of the Historic Rogers Road-Eubanks <br /> Road Community. <br /> • The Landfill was closed on June 30, 2013. <br /> • A County Water Fund was established to assist pay residents tap fees and connection fees <br /> for OWASA water <br /> • Illegal dump sites within 3/4 mile around the perimeter of the landfill have been cleaned up <br /> with the permission of the property owners. <br /> • A Community Center is being redesign after initial bid received were over budget and <br /> rejected. The Community Center original drawings are being redrawn and the project will be <br /> rebid. <br /> The recommendations from the Historic Rogers Road Neighborhood Task Force will have little <br /> chance of implementation if there is not a multijurisdictional comprehensive Implementation <br /> strategy. Task Force Recommendations provide an excellent starting point, but gentrification, <br /> Chapel Hill's Rogers Road Small Area Plan and the future of the Greene Tract were not <br /> addressed by the Task Force. Multiple strategies could be engaged to make a difference in the <br /> Historic Rogers Road Neighborhood. The Chapel Hill Rogers Road Small Area Plan Task Force <br /> Final Report included an implementation strategy but was never executed. <br /> The United States Environmental Protection Agency (EPA) accepted an administrative complaint <br /> filed against Orange County Planning and Inspections Department (OCPID) received on April 18, <br /> 2011 and is conducting an investigation of the complaint. <br /> Possible Next Steps and (Considerations): <br /> 1. Provide directions to the County & Town Managers to iimplement the <br /> Recommendations of the Historic Rogers Road Neighborhood Task Force: <br /> (1) Costs Sharing for Rogers Road Improvements <br /> (Multiple Jurisdictions, Extra Territorial Jurisdiction (ETJ) — Chapel Hill, Joint Planning) <br /> (2) & (3) Sewer for the Historic Rogers Road Neighborhood <br /> (EPA Investigation, Include Water and a Larger Utility District) <br /> (4) That the County petition the Town of Chapel Hill to annex all County Owned Property in <br /> the Historic Rogers Road Neighborhood <br /> (ETJ, Joint Planning, Future Development) <br />
