be incorporated by addendum to the original construction contract approved by the Board on <br />February 19, 2008. <br />This project is included in the 2009-2019 Capital Investment Plan at a total cost of $8.870 <br />million, which includes land, design, construction and equipment costs. The Board appointed <br />planning committee for the new facility was diligent in their work and recommended a facility that <br />would allow best practice in animal care. The original $5 million construction estimate provided <br />by a task group that was exploring the possibilities of constructing a new shelter and <br />consolidating animal services, may have contemplated a facility that was more similar in nature <br />to the current facility rather than one with many state of the art features, as is the case with the <br />current design. For example, the Animal Services portion of the building has been likened to <br />hospital construction with the medical and surgical facilities needed for day to day operation. <br />Having the surgical facilities on site, however, will make the operation more efficient since <br />animals will no longer be shuttled to and from local veterinarian offices for spay/neuter and other <br />medical services. <br />Further, the design of the proposed shelter includes several sustainable design elements that <br />front-load the costs, but will promote lower maintenance in future years. For example, since the <br />facility uses over 1 million gallons of water each year water conservation and alternatives to <br />public water supply usage were imperative. The resulting design includes water reclamation, as <br />well as an on-site well for non-potable water usage. The potable water will be provided through <br />public water supply that must be brought to the site at a significant cost. This combination <br />should make the probability of needing the use of precious water from the public water supply <br />almost nil, although its overall cost is at least $250,000. <br />In addition, the location of the shelter contributes to the overall cost of the project in that there <br />are substantial site improvements that must be carried out, including widening Eubanks Road <br />and constructing water and sewer utilities to the site. The site package that was approved by <br />the Board on February 19th in the amount of $1.3 million captures those costs. <br />RECOMMENDATION(S): The Manager recommends that the Board approve an amendment <br />to the Contract with Clancy & Theys to provide Construction Manager at Risk services for the <br />Animal Services Facility at a total Guaranteed Maximum Price of $7,354,500, subject to final <br />review and approval of the County Attorney; and authorize the Chair to sign on behalf of the <br />Board. <br />
