ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: -June 3, 2008 <br />Action Agenda <br />Item No. ~{~ <br />SUBJECT: Bid Award for the Herbert Blackwood House (future New Hope Park at <br />Blackwood Farm) <br />DEPARTMENT: Purchasing, ERCD <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Pam Jones, 245-2650 <br />David Stancil, 245-2590 <br />Tina Moon, 210-2595 <br />PURPOSE: To consider awarding a bid and approving a contract for structural repairs to the <br />Herbert Blackwood House (future New Hope Park at Blackwood Farm). <br />BACKGROUND: In November 2007, the Board approved a contract with RB Engineering, <br />Inc., to prepare construction documents for structural repairs (foundation. and floor) for the <br />Herbert Blackwood House (future New Hope Park at Blackwood Farm). Bid packets for the <br />repairs were sent to ten contractors on April 2, 2008. A pre-bid conference was held at the site <br />on April 11, 2008 and was attended by two contractors. Bids were received on April 18th with <br />one bidder responding, Mulberry Restoration, Inc. at a total cost of $40,345. <br />The project consists of three main components: 1) reinforcing the first floor joists to level the <br />floor and increase load capacity; 2) replacing the rotten subfloor under the first floor bathroom; <br />and 3) addressing the structural problem in the north exterior wall of the house that has left a <br />visible "bulge." These repairs will be necessary for the future of the house, regardless of the <br />type of use. <br />The County purchased this property in late 2001 for use as slow-impact park with an historic, <br />agricultural and environmental theme. The property contains a historic farmstead, located near <br />the center of the site, including an older house and nine outbuildings in various states of repair. <br />With Board authorization, staff arranged to have six of the most significant smaller outbuildings <br />stabilized in 2005, and is making arrangements for similar work to occur on the large barn. <br />This work was conducted using funds identified and appropriated from the adopted Capital <br />Investment Plan (CIP). <br />Bids to replace roof shingles on the Blackwood House will be solicited as soon as these <br />structural repairs are finished. Additional repairs to the house and outbuildings as well as <br />regular maintenance needs have been identified, with cosf estimates, and will be included in <br />the 2008-2018 CIP. <br />
