ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 3, 2008
Action Agenda
Item No. ~- - ~
SUBJECT: Contract Renewal with Dr. James Miller, DVM, DBA North Churton Street
Animal Hospital, for Spay/Neuter Services with the Animal Shelter Division of
the Animal Services Department
DEPARTMENT: Animal Services Department PUBLIC HEARING: (Y/N) No
ATTACHMENT:
Contract
INFORMATION CONTACT:
Bob Marotto, Animal Services Director,
968-2287
PURPOSE: To approve a contract renewal with Dr. James Miller, DVM, to provide spay/neuter
surgery services for Orange County's Animal Shelter at the unit price of $63 per animal during
FY 2008-2009.
BACKGROUND: Orange County has contracted with Dr. Miller since July 1, 2006, to provide
spay/neuter surgery services for cats and dogs adopted from the Animal Shelter. Dr. Miller has
a successful record of adult and pediatric sterilization and Animal Services' management
recommends a continuation of services.
Contract format and requirements are essentially the same for July 1, 2008, to June 30, 2009.
The contract fee for sterilization will be a flat rate of $63 per animal; and for each sterilized
animal a physical examination will be conducted and records prepared for Orange County's
Animal Shelter. Also, there are select additional predefined charges for certain services that
can be performed on sterilized animals, but only as authorized by management of the County's
Animal Shelter. (These are enumerated in Appendix A of the attached renewal contract.)
The sterilization surgeries authorized by this contract will continue to be performed by Dr. James
Miller, DVM, at North Churton Street Animal Hospital in Hillsborough. Authorization of this
contract renewal with Dr. Miller will continue to enable Orange County's Animal Shelter to
sustain the sterilization capacity that is critical to the adoption of sterilized animals that do not
contribute to the problem of pet overpopulation.
This contract is needed to ensure the continued availability of surgical services in FY08-09
notwithstanding the substantial completion of the County's new Animal Services center,
including aspay/neuter suite, by the end of this calendar year. Animal Services management is
of the opinion that it will be prudent to wait until FY09-10 to begin operation of that suite given
the challenges and commitments of moving into and operating a new facility. .
