ABSTRACT <br />Meeting Date: June 3, 2008 <br />Action Agenda <br />Item No. ~- - {2 <br />SUBJECT: Contract Renewal with Town of Hillsborough for Animal Control and Emergency <br />Animal After Hours Call Services <br />DEPARTMENT: Animal Services Department PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />Contract <br />INFORMATION CONTACT: <br />Bob Marotto, Animal Service Director, <br />986-2287 <br />PURPOSE: To approve a contract renewal to provide the Town of Hillsborough with animal <br />control and emergency animal after hour call services for FY2008-2009 for a set fee of $19,421. <br />BACKGROUND: The proposed contract renewal has been developed and reviewed with the <br />Town of Hillsborough to provide for the continuation of animal control services and emergency <br />animal after hour call services by the County to the Town during FY 2008-2009. The requested <br />contract renewal amount is $5,739 more than last year's contract since half of the estimated <br />direct labor costs. will be recovered. Following a review by the Animal Services Department, the <br />Budget Department and the Town, the parties have agreed to a set fee for this service in the <br />amount of $19,421, effective July 1, 2008. <br />Until FY07-08, there had been no fee for these services, despite the fact that in a given year as <br />much as ten percent of County field responses are to service requests in Hillsborough. The <br />service fee covers direct operating cost, overtime costs and half of an Animal Control Officer's <br />wages and benefits. As the second year of phased in cost recovery, the amount of wages and <br />benefits has been increased by twenty-five percent compared to FY07-08. The shared <br />expectation between County and the Town is that the same events will occur in FY09-10 and <br />FY10-11 such that, in FY10-11, the direct costs of animal services will be fully recovered. <br />The principal responsibility of Animal Control Officers will be the enforcement of the County's <br />animal control ordinance within Hillsborough between 8:00 a.m. and 5:00 p.m. Monday through <br />Friday. Outside these regular business hours, Animal Control Officers will provide on call <br />service in relation to rabies suspects, dangerous animals, animal injuries, and other emergency <br />situations. Such on call service will be provided from 5:00 p.m. to 8:00 a.m. Monday through <br />Friday, and on a 24 hour basis on Saturday and Sunday and Holidays. <br />FINANCIAL IMPACT: The proposed contract renewal will provide revenue to the County in the <br />amount of $19,421 for FY2008-2009. <br />
