Fleming, Jr., PE, <br /> Project Engineering/Stormwater Supervisor, <br /> 245-2586 <br /> Craig Benedict, Planning Director, 245- <br /> 2592 <br /> James Bryan, Staff Attorney, 245-2319 <br /> PURPOSE: To consider authorizing the Manager to- <br /> 1) Award the bid and, upon County Attorney review, execute the construction contract for <br /> the Buckhorn Mebane Phase 2 Sewer Extension project during the summer break in an <br /> amount not to exceed the project budget; <br /> 2) Execute, upon County Attorney review, a services contract with an engineering firm over <br /> the summer break for construction contract administration and engineering inspections <br /> within the project budget; and <br /> 3) Approve project change orders that do not in total exceed the project budget. <br /> BACKGROUND: This project has been approved and is part of the County's current Capital <br /> Projects budget for 2014-2015. Once complete, the infrastructure installed as part of this <br /> project will connect the Efland Sewer system to the City of Mebane's sewer system and <br /> wastewater treatment. Ownership and operation of the Efland Sewer system will then be <br /> transferred to the City of Mebane consistent with an existing interlocal agreement with the City. <br /> This will eliminate the County's yearly maintenance cost for the Efland sewer system. <br /> In addition, this project makes possible gravity sewer service to a large economic development <br /> area south of the Norfolk Southern railroad tracks that run through the Efland community (see <br /> Attachment). Approximately 250 acres will drain to the gravity sewer lines laid as part of this <br /> project. The location of the new pump station installed as part of this project will allow future <br /> gravity sewer service to an additional 450 acres (for a total of 700 acres), but the gravity sewer <br /> lines to serve this additional area are not a part of this project. <br /> The project base bid consists of a short extension of the Efland Sewer system force main, <br /> 7,287 linear feet (LF) of gravity sewer, a new pump station and almost 20,000 LF of sewer force <br /> main to connect this new pump station to the City of Mebane's sewer system. The new force <br /> main will follow West Ten Road, turn to follow Bowman Road and will ultimately connect into the <br /> recently completed gravity sewer system at the intersection of Rock Quarry Road and Bowman <br /> Road. <br />
