1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 16, 2015 <br /> Action Agenda <br /> Item No. 6-i <br /> SUBJECT: Authorization for County Manager to Award County Detention Facility <br /> Professional Services Agreement <br /> DEPARTMENT: Asset Management Services PUBLIC HEARING: (Y/N) No <br /> ("AMS"), Finance & <br /> Administrative Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Jeff Thompson, 919-245-2658 <br /> David Cannell, 919-245-2651 <br /> Paul Laughton, 919-245-2152 <br /> PURPOSE: To consider delegating authority to the County Manager to execute a Professional <br /> Services Agreement with the selected designer for the County Detention Facility, upon final <br /> review of the County Attorney, during the summer break. <br /> BACKGROUND: On May 21, 2015 Orange County received responses to its Request for <br /> Qualifications ("RFQ") issued on April 28, 2015 for professional design services for the Orange <br /> County Detention Facility in accordance with North Carolina Procurement Law and the Federal <br /> Mini-Brooks Act governing the selection and procurement of professional services firms. The <br /> facility is contemplated to be designed from August 2015 through the spring of 2016. <br /> Construction is scheduled to begin no later than September 2016 and should be substantially <br /> complete no later than September 2019. <br /> Staff is now evaluating the RFQ responses and will begin interviewing selected firms in mid to <br /> late June. A firm will be selected by staff to enter into scope and fee negotiations. Once this is <br /> accomplished, the professional services agreement will be finalized. Since this process will <br /> most likely be successfully completed during the summer break, staff recommends the Board <br /> authorize the County Manager to execute the agreement which will be in excess of the Board <br /> authorized $90,000 amount for Professional Services Agreements. <br /> FINANCIAL IMPACT: The FY2015-20 Capital Investment Plan ("CIP") contemplates a <br /> negotiated professional services budget between 6% and 9% of construction costs, or <br /> approximately $1.1 million to $1.6 million. These services would be contracted incrementally <br /> over several phases of the project. The initial schematic design phase beginning in the summer <br /> of 2015 would account for approximately $250,000 to $400,000 of the full professional services <br /> cost for the project. <br /> RECOMMENDATION(S): The Manager recommends the Board delegate authority to the <br /> County Manager to execute a Professional Services Agreement with the selected designer for <br /> the County Detention Facility, upon final review of the County Attorney, during the summer <br /> break. <br />
