2 <br /> Orange County will continue to work with the Town of Hillsborough to ensure coordination for <br /> the successful installation of these improvements. <br /> FINANCIAL IMPACT: The right-of-way dedication and permanent drainage easement will <br /> impact the design of the planned River Park improvements scheduled for FY 2015-16, although <br /> the degree of financial impact of the work cannot be determined until final drawings are done, <br /> the work completed, and the plan for new park improvements finalized. The bus stop right-of- <br /> way and drainage easement will require regrading the slope into River Park, making another <br /> sliver of the park largely unusable. Additionally, the new crosswalk associated with the project <br /> effectively creates a new entryway into River Park, which - while a positive pedestrian <br /> improvement to the park - will make new trail connections from that point prudent to include in <br /> the FY 2015-16 work. Staff estimates the new trail connections that would be triggered by these <br /> improvements to be approximately $10-20,000, which would be funded from the Capital <br /> Investment Plan project. <br /> RECOMMENDATION(S): The Manager recommends the Board approve a dedication of Right <br /> of Way and Permanent Drainage Easements to service the Churton Street access and public <br /> transportation improvements as presented, upon final review of the County Attorney, and to <br /> authorize the Chair to sign on behalf of the Board. <br />
