1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 16, 2015 <br /> Action Agenda <br /> Item No. 6-g <br /> SUBJECT: Dedication of Right of Way and Permanent Drainage Easements Servicing the <br /> Churton Street Access and Public Transportation Improvements <br /> DEPARTMENT: Asset Management Services PUBLIC HEARING: (Y/N) No <br /> ("AMS"), Department of <br /> Environment, Agriculture, <br /> Parks and Recreation <br /> ("DEAPR"), County Attorney <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Deed of Easement Jeff Thompson, 919-245-2658 <br /> 2) Site Indicator David Stancil, 919-245-2522 <br /> 3) NCDOT Email John Roberts, 919-245-2318 <br /> PURPOSE: To consider approving a dedication of Right of Way and Permanent Drainage <br /> Easements to service the Churton Street access and public transportation improvements as <br /> presented, upon final review of the County Attorney, and to authorize the Chair to sign on behalf <br /> of the Board. <br /> BACKGROUND: The Town of Hillsborough is requesting this dedication (see Attachment 1, <br /> "Deed of Easement") in order to install and service a bus stop as part of the larger Churton <br /> Street access improvement project (see Attachment 2, "Site Indicator"). A new crosswalk will <br /> also be added across Churton Street at the Nash and Kollock Street intersection at this point, <br /> connecting to the bus stop. The improvements are scheduled to be installed during the summer <br /> and fall of 2015. <br /> The right-of-way request will require approximately 2,640 square feet of the County's River Park <br /> along Churton Street to be dedicated. This area is currently largely a wooded edge along the <br /> road with a slope that changes from steep to slight, with a mix of 10-12 young and moderately- <br /> aged hardwoods that would be removed for construction and will be replaced after the project is <br /> complete <br /> This bus stop improvement will include landscaping and storm water drainage treatment work <br /> east of the bus stop that will be coordinated with the County's future River Park entrance from <br /> Churton Street. The Town of Hillsborough will accommodate potentially needed adjustments <br /> and coordination regarding this future park entrance through a standard encroachment <br /> agreement once the entrance design is complete (see Attachment 3, "NCDOT Email"). <br />
