8 <br /> 1 Commissioner Dorosin asked if there are numbers available regarding the members of <br /> 2 elderly population that are considered low-income. He said the report in the packet states that <br /> 3 housing for the elderly should be a priority, but it does not break down how many are <br /> 4 considered low-income. <br /> 5 Audrey Spencer-Horsely said the report does include tables that provide this <br /> 6 information. <br /> 7 Commissioner Jacobs said he supported Commissioner Dorosin, and he suggested that <br /> 8 the Manufactured Housing Association would likely be one of the County's most aggressive <br /> 9 allies and should be brought into the conversation regarding affordable housing. <br /> 10 Commissioner Rich asked if there is a definition of a manufactured home, and if it varies <br /> 11 between government entities. <br /> 12 Audrey Spencer-Horsely said she knows there is a definition that the Department of <br /> 13 Housing and Urban Development (HUD) uses, and she will research if the State uses a <br /> 14 different one. <br /> 15 Chair McKee said there continues to be a stigma associated with mobile homes and <br /> 16 manufactured housing. He said this stigma is unnecessary and should be eradicated. He said <br /> 17 as a young adult he lived in a mobile home for fourteen years, as it was what he could afford. <br /> 18 He said the new emphasis on tiny houses is very much like the mobile home in which he used <br /> 19 to live. <br /> 20 Commissioner Rich said she agreed and she felt that public sentiment is moving away <br /> 21 from the stigma. <br /> 22 John Roberts said North Carolina has a definition of a mobile home and he read it: <br /> 23 "Manufactured home - A structure, transportable in one or more sections, which, in the traveling <br /> 24 mode, is eight feet or more in width or is 40 feet or more in length, or when erected on site, is <br /> 25 320 or more square feet, and which is built on a permanent chassis and designed to be used as <br /> 26 a dwelling with or without a permanent foundation when connected to the required utilities, and <br /> 27 includes the plumbing, heating, air conditioning and electrical systems contained therein." <br /> 28 <br /> 29 A motion was made by Commissioner Price, seconded by Commissioner Pelissier for <br /> 30 the Board to close the public hearing. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 35 RESOLUTION AUTHORIZING THE SUBMISSION OF <br /> 36 THE FY 2015-2020 CONSOLIDATED PLAN FOR THE CONSORTIUM <br /> 37 ORANGE COUNTY, NORTH CAROLINA <br /> 38 <br /> 39 BE IT RESOLVED, by the Orange County Board of Commissioners, that the Commissioners <br /> 40 authorize the County Manager to submit the FY 2015-2020 Consolidated Plan for housing and <br /> 41 community development programs to the U.S. Department of Housing and Urban Development <br /> 42 for the Orange County Consortium including all understandings, assurances, and certifications <br /> 43 required therein. <br /> 44 <br /> 45 <br /> 46 BE IT FURTHER RESOLVED, that the Manager is hereby designated as the authorized <br /> 47 representative of the County to act in connection with the submission of the FY 2015-2020 <br /> 48 Consolidated Plan and the annual updates to provide such additional information as may be <br /> 49 required by the U.S. Department of Housing and Urban Development. <br /> 50 <br />
