5 <br /> 1 of older adults. <br /> 2 <br /> 3 NOW THEREFORE, we, the Orange County Board of Commissioners, do hereby proclaim May <br /> 4 2015 to be Older Americans Month and urge all residents to take time this month to celebrate <br /> 5 older adults and the people who serve and support them as powerful and vital individuals who <br /> 6 greatly contribute to the community. <br /> 7 <br /> 8 THIS, THE 5th DAY OF MAY, 2015. <br /> 9 <br /> 10 A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the <br /> 11 Board to approve the proclamation, designating May as Older Americans Month, and to <br /> 12 authorize the Chair to sign the proclamation. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 5. Public Hearings <br /> 17 <br /> 18 a. Comprehensive Plan and Unified Development Ordinance Text Amendments for <br /> 19 Agricultural Support Enterprises within the Rural Buffer Land Use Classification <br /> 20 (No Additional Comments Accepted) <br /> 21 The Board considered: 1. Receiving the Planning Board's recommendation; 2. Closing <br /> 22 the public hearing; 3. Deliberating as necessary on the proposed amendments; and 4. Deciding <br /> 23 accordingly and/or adopting the Statement of Consistency and the Ordinance amending the <br /> 24 Comprehensive Plan and UDO as recommended by the Planning Board and staff to implement <br /> 25 a program commonly referred to as "Agricultural Support Enterprises" within the Rural Buffer <br /> 26 land use classification. <br /> 27 Perdita Holtz made the following PowerPoint presentation: <br /> 28 <br /> 29 Agricultural Support Enterprises with the Rural Buffer Land Use Classification <br /> 30 <br /> 31 Recent History <br /> 32 • Heard at February 2014 quarterly public hearing <br /> 33 • Joint Planning public hearing in March 2014 for necessary amendments to the joint <br /> 34 planning documents <br /> 35 -Adopted by the three local governments in April 2015 <br /> 36 • Implementing regulations to the County's Comprehensive Plan and Unified <br /> 37 Development Ordinance are under consideration tonight <br /> 38 <br /> 39 Changes from Version Presented at Public Hearing <br /> 40 • Shown in green text in Attachment 3 <br /> 41 • Incorporate recommendations made by the Towns of Carrboro and Chapel Hill <br /> 42 Remove four additional uses from consideration as an ASE-CZ in the rural buffer <br /> 43 -Agricultural Processing Facility <br /> 44 -Microbrewery with Major Events <br /> 45 -Winery with Major Events <br /> 46 -Assembly Facility, Greater than 300 Occupants <br /> 47 Provide opportunity for Agricultural Preservation Board to comment on ASE projects in <br /> 48 the rural buffer <br />
