23 <br /> d. The amendment is reasonable and in the public interest because it: <br /> 1. Provides an opportunity for interested residents and property owners to <br /> install additional impervious surface area, such as gravel, asphalt, and <br /> buildings, on a property with the installation of an infiltration based <br /> stormwater feature consistent with practices employed by the State of North <br /> Carolina. <br /> 2.
