Fairview Park Opportunities and Constraints <br /> VI. Opportunities and Constraints <br /> The following are development opportunities and constraints identified thus far: <br /> Existing and potential assets <br /> A. Access—The park is highly accessible to residents in the Fairview community who <br /> can easily walk, bike or drive to the park. The park's location near the major <br /> intersection of US 70 and NC 86 also makes it accessible to other Hillsborough and <br /> County residents by automobile or public transportation. The existing Public <br /> Works Drive leads to a signaled intersection with NC 86 and NC 57. <br /> B. Existing facilities—There is an existing children's playground and picnic area in a <br /> shady grove of trees with parking (although this area may need improvements). <br /> C. Mature hardwood forest—The forested areas are suitable for nature trails, <br /> environmental education, and other low-impact uses. Perimeter forest areas will <br /> help to buffer the adjacent private properties from future park activities. <br /> Existing and potential constraints <br /> A. Landfill—the former landfill areas pose an assortment of site limitations, <br /> ' S including the unstable ground surfaces, areas of exposed trash and debris: and the <br /> public perception of potential or actual health impacts from methane gas and <br /> elevated arsenic levels. The cost of remediation for those areas is uncertain but <br /> could be very substantial (some estimates have ranged from $2 to $12 million). <br /> B. Streams—small streams flow through the park property; a 65-foot-wide <br /> ��`cy►�a�� undisturbed buffer is required along both sides of the streams. <br /> 5 <br /> �� 5C. Access— the proposed Torain Street main entrance is not easily accessible to <br /> 0\ people outside of the Fairview community; it may be prudent to create a new park <br /> entrance from NC 86 and through the County Public Works property. <br /> �1 06 D. Noise—there is potential for noise and future expanded activity at the adjacent <br /> ,�Orr� County public works facility and proposed co-located Town public works facility. <br /> V4 <br /> E. Limited Suitable Acreage —Based on the current and former uses, the amount of <br /> land available for park and other public purposes may be limited. <br /> VII. Preliminary Concept Plan <br /> Representatives from the Orange County Board of Commissioners and the Town of <br /> Hillsborough Commissioners met in 2003 and 2004 to initiate a process for Fairview <br /> Park expansion. Over time, a memorandum of agreement was created outlining the <br /> nature of the proposed project on both County and Town lands and the process for park <br /> 5 planning. Both boards signed the agreement in October and November 2004. <br /> As a part of this a Preliminary Concept Plan for Fairview Park was also developed and <br /> 1 ' adopted. The Preliminary Concept Plan (Figure 8) is the guiding conceptual map or <br /> ems' "blueprint" for the future park design. <br /> Page 8 of 9 <br />
