• 3 <br /> The cost of mitigating the landfill activities in this area to make them useful for facilities <br /> would have likely taken the entirety of the park budget or more, and so this is <br /> recommended until such time as other opportunities arise. However, there may be <br /> environmental education opportunities in conjunction with the former landfill. <br /> • There was interest in a possible community room for future phases of the park as funds <br /> may permit. It was noted that grant sources may exist to help construct some of these <br /> facilities or help mitigate the landfill areas. <br /> • The committee requested that a copy of the master plan be posted at the Community <br /> Policing Station once adopted by the Boards, to provide community information on <br /> planned facilities. <br /> The committee recognized from the outset that facilities proposed would exceed available funds <br /> ($850,000 from the 2001 Parks and Open Space bond), but as with other projects the group <br /> was encouraged to think creatively about the desired eventual park design. The committee did <br /> list their top priorities for facilities as: <br /> 1. Basketball courts <br /> 2. Youth baseball/softball field <br /> 3. Playgrounds <br /> 4. Picnic shelter <br /> The Town of Hillsborough will be considering the master plan on May 8th. It is anticipated that <br /> the Town may request a clarification about possible future expansion of the proposed Town <br /> Public Works operation into the hardwood forest area as part of the "southern pod". <br /> Once the master plan has been agreed to, the Town and County will need to formalize the <br /> planned land swap and address any operational issues (a memorandum of agreement <br /> regarding operation and maintenance has been proposed). Once this is completed, the pre- <br /> construction phase of the park may begin, followed by solicitation of construction bids (and <br /> decisions on facility construction priorities based on cost) and construction of the park. Staffs <br /> current informal timetable for park construction estimates that the land swap, MOA for <br /> operations and construction documents and bid solicitation could all occur before the summer <br /> of 2007, with construction beginning in summer/fall 2007 (subject to change based on the time <br /> for completion of these steps). <br /> FINANCIAL IMPACT: The 2001 Parks and Open Space bond allocated $850,000 for Fairview <br /> Park, Phase II. The proposed park as designed in the master plan is estimated to be in excess <br /> of$1.4 million, requiring prioritization of facilities to be built in Phase 2 when construction bids <br /> are received. The master plan was developed with this prioritization anticipated. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the master plan <br /> and discuss the proposal, providing direction to staff on needed changes and the other actions <br /> needed for this project (land swap, operations and maintenance agreement). If ready, the <br /> Board may wish to adopt the master plan, with changes as identified. <br />
