1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 10, 2006 <br /> Action Agenda <br /> Item No. 7-n <br /> SUBJECT: Fairview Public Campus Master Plan <br /> DEPARTMENT: ERCD PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Draft Master Plan David Stancil, 245-2590 <br /> PURPOSE: To receive and consider the proposed master plan for the Fairview Public <br /> Campus, including Fairview Park. <br /> BACKGROUND: In January, a committee appointed by the County and Town Board of <br /> Commissioners completed its work to develop a master plan for the Fairview Public Campus. <br /> This title was used to reflect the fact that the land involved in the master plan included both the <br /> proposed Fairview Park site, which includes a few existing facilities, but also the County Public <br /> Works site and a proposed land swap to accommodate the Town of Hillsborough Public Works <br /> operation as well. The primary focus for the committee, in terms of detail and attention, was the <br /> proposed second phase of Fairview Park, but general conceptual uses for the remainder of the <br /> public lands were also addressed. <br /> Together, the Fairview Public Campus site comprises 92 acres. From west to east, this <br /> includes a 41-acre parcel owned by the County that contains an old playground and baseball <br /> field (which underwent improvements in the late 1990's), a 25-acre property owned by the <br /> Town, and the 26-acre County Public Works site. A Memorandum of Agreement between the <br /> County and Town was adopted in 2004 (attached), to enable master planning of the entire site <br /> regardless of ownership. <br /> The attached master plan report outlines the process that was used by the committee to <br /> develop a master plan between October 2005 and January 2006. The committee followed the <br /> standard park design process of learning about the site through a site visits and an <br /> Opportunities and Constraints report, but augmented this with information specific to Fairview <br /> and the site conditions. The committee then brainstormed the types of facilities needed for the <br /> community, prioritized these desired facilities, and engaged in a design charette to physically <br /> plan the facilities on the site base map. The results of the design charette were then used to <br /> tweak and revise the draft master plan until it was agreed to on January 19th. The master plan <br />
