<br />SECTION IV. BUDGET CONTROL <br />General Statutes of North Carolina provide for budgetary control measures to exist. The <br />Hyconeechee Regional Library Board of Directors hereby sets forth the following <br />measures for budget administration and review. <br />The Regional Director is authorized to transfer line item appropriations <br />within each category except for County Allocations and Salaries & <br />Benefits. The Board of Directors must approve proposed amendments, <br />which impact the total budget within each category. <br />As sub-recipients of State and Federal Grant funds, each County within <br />the Region is required to report to the Regional Board of Directors as to <br />the use of Regional monies. <br />SECTION V.
