55 <br />6) The actual intended transmission and the maximum effective radiated <br />power of the antenna(s); <br />7) The direction(s) of maximum lobes and associated radiation of the <br />antenna(s); <br />8) Certification that the NIER levels at the proposed site are within the <br />threshold levels adopted by the FCC; <br />9) Certification that the proposed antenna(s) will not cause interference <br />with other telecommunications devices; <br />10) A written afFidavit stating why "the proposed site is necessary for their <br />communications service" (e.g., for coverage, capacity, hole-filling, etc.) <br />and a statement that there are no existing alternative sites within the <br />provided search ring and there are no alternative technologies available <br />which could provide the proposed telecommunications service need <br />without the tower. <br />11)Certain of the above listed items may be required to be provided on a <br />propagation study data form to be provided by the County. No tower <br />.shall be permitted to exceed its designed loading capacity. For all <br />wireless support structures attached to existing structures, the <br />statement shall include certification that the structure can support the <br />load superimposed from the wireless support structure. All wireless <br />support structures shall have the capacity to permit multiple users; at a <br />minimum monopole wireless support structures shall be structurally <br />designed to accommodate four (4) users and self-support/lattice or <br />guyed wireless support structures shall, at a minimum accommodate <br />three (3) users. <br />e) Standards of evaluation. <br />1) A proposed tower shall not be permitted if it is not substantially <br />Necessary for the telecommunications service need identified pursuant <br />to Subsection d. (10) of this Section. <br />2) Tower height shall be measured from the base of the tower to the <br />highest point of the proposed antenna(s), with lightening rod, to be <br />located atop.the.tower structure. <br />3) Telecommunications towers shall conform with all of the requirements of <br />Sections 8.8.17a.1 a (a-g) and 8.8.17a.2 of the Zoning Ordinance. <br />4) All towers shall be engineered to allow for co-locations. No co-locator <br />shall be refused access for co-location by charging exorbitant lease <br />fees. Public safety provider co-locations shall take priority over other <br />co-locators. <br />5) A telecommunications consultant shall provide Planning Staff <br />assistance on exorbitant rate leases. <br />6) All wireless support structures shall satisfy all applicable public safety, <br />land .use, or zoning issues required in this Ordinance, including <br />aesthetics, landscaping, land-use based location priorities, structural <br />design, setbacks, and fall zones. <br />7) Applicants shall evaluate the reasonable feasibility of collocating new <br />antennas and equipment on an existing structure or structures within the <br />applicant's search ring. <br />
