Orange County: Buckhorn Village <br />Methodology <br />This report is submitted to Orange County as an expert analysis of the Buckhorn Village <br />project. Sanford Holshouser used public and private data sources, information from previous <br />studies, and interviews with Orange County staff to develop the findings in this report. Public <br />data sources include state and federal agency reports such as NC Department of Revenue <br />publications and the U.S. Census. The private data source used is ESRI, a recognized world <br />leader in geographic information system technology. ESRI data estimates and projections are <br />based on the 2000 U.S. Census. Information gathered from previous reports is cited in the <br />reference section. The Barnes study, which derived its data from interviews with East West <br />Partners, provided most of the project-specific data. The Orange County Assistant Manager and <br />Planner provided project information in two meetings with the consultant. <br />Direct impact conclusions were drawn from quantitative analysis of the data. Generally <br />accepted means of computing and comparing economic and demographic data were used. In <br />addition to direct impact conclusions drawn from data, professional opinions were rendered in <br />this study concerningrridirect impacts. The professional opinions contained herein are based on <br />Sanford Holshouser's partners' more than 120 years of direct economic development experience. <br />Our opinions are based on firsthand knowledge of developing property, local government <br />financing, permitting, labor force patterns, economic and demographic data, and analyzing <br />public services. <br />Based on the data sources utilized, and Sanford Holshouser's longtime direct economic <br />development experience, this report represents an expert level of review and analysis of the <br />Buckhorn Village project. <br />Sanford Holshouser 22 <br />
