Orange County: Buckhorn Village <br />Construction Impact <br />The "Economic Impact of Buckhorn Village, Orange County, NC," report analyzed the <br />economic impact of the construction phase of the project. The study used an estimated $138 <br />million in construction costs, slightly less than the $143 million figure used for this analysis. <br />Using the well-known IMPLAN model, the study found that 1,332 jobs would be created during <br />the construction phase. About 932 of the jobs would be in Orange County and about 400 outside <br />the County. Additionally, $2.18 million in sales tax revenue would be realized during <br />construction, of which $875,000 would remain in County. IlVIPLAN is a predictive input-output <br />model that estimates the effect of an increase in investment on a specified economy. <br />Cost of Public Services: Public Safety, Infrastructure <br />The potential impact on Orange County public services was reviewed. In all economic <br />development projects there are financial impacts on public services. In the case of Buckhorn <br />Village, public safety services will become the responsibility of the City of Mebane within one <br />year from the onset of construction or the Certificate of Occupancy, whichever is later. Orange <br />County will incur minimal public safety cost during the one year construction period. Water and <br />wastewater services will be provided by the City of Mebane from the outset. Electric, <br />telecommunications, and natural gas will be provided by private utilities. The County will have <br />the benefit of the project without the costs associated with public safety and infrastructure. <br />Housing and Schools <br />The consulting team reviewed the impact on public schools directly related to potential <br />new housing. More housing typically means more children in schools and other public service <br />impacts.
