She said a committee is needed but not <br /> necessarily appointed by the BOCC. <br /> Chair McKee asked how the BOCC wanted to proceed regarding his suggestion that <br /> the Capital Needs Advisory committee be taken off the table but that an Education Committee <br /> be formed. <br /> Commissioner Price said she saw the value in an Education Committee with this bond <br /> referendum. <br /> Commissioner Jacobs said the conversation is going in many different directions <br /> simultaneously. He agreed with Commissioner Burroughs that there has been long term <br /> planning by the school systems on maintenance but this was overtaken by circumstances. He <br /> said whatever the Board does a public process will be needed. <br /> Commissioner Jacobs said he agreed with Commissioner Rich that there needs to be <br /> long term plans for capital needs that the County can afford. <br /> A motion was made by Commissioner Pelissier, seconded by Commissioner Burroughs <br /> to not have an Advisory Task Force but a Bond Education Committee. <br /> Commissioner Rich asked if the Commissioners will appoint these members. <br /> Commissioner Pelissier said her motion only addressed the existence of an Education <br /> Committee without saying if the Board will appoint or to set the committee's size. <br /> Commissioner Rich asked if the Board would discuss the committee tonight or at <br /> another time. <br /> Chair McKee said it could be discussed tonight or at a later date if the Board so wills. <br /> VOTE: Ayes, 5; Nays, 1 (Commissioner Jacobs) <br /> MOTION PASSES 5-1 <br /> Chair McKee said we will now turn the discussion to the composition of the Education <br /> Committee. <br /> Commissioner Burroughs said she would be comfortable leaving this decision for a little <br /> further down the road. <br /> Commissioner Price said some of the members should be appointed by the Board of <br /> County Commissioners, to insure a core group, and other members could be recruited <br /> elsewhere. She said there should be some flexibility on the committee and perhaps some staff <br /> or a couple of Board of County Commissioners could work on it. <br /> Chair McKee agreed with Commissioner Burroughs to delay this discussion at this time <br /> and to have proposed solutions for composition on a future agenda. <br /> Commissioner Rich said she would like to see some suggestions for Committee <br /> members. She would like some research to go into who would be the best people to help the <br /> Board educate the community. <br /> Chair McKee asked if Commissioner Rich wanted staff to "flush out" suggestions of the <br /> Board or if the Board should make suggestions as to who would sit on this committee. <br />
