OVERVIEW <br />This report focuses on a 34 -acre tract of land owned by Orange County, and represents a bridge <br />between planning and implementation regarding construction of needed government facilities. <br />Orange County has a rich history and a strong track record of effective and efficient governance. One of <br />the reasons that the County has been successful in providing the services and facilities needed by <br />residents is a strong emphasis on planning ahead - - monitoring trends, preparing projections of <br />population and demand for services, and purposeful planning for facilities that will be needed in the <br />future. In keeping with that tradition, Orange County purchased this 34 -acre tract in Chapel Hill in 1992, <br />anticipating the growth that would be occurring in southern parts of the County, and anticipating the <br />need to be building government facilities to provide services in this growing area, rather than requiring <br />that all residents needing to access county services would need to travel to the County Seat in <br />Hillsborough. The 33.24 acre <br />Southern Orange Campus lies on the south side of Homestead Road in Chapel Hill, just west of Martin <br />Luther King, Jr. Boulevard, and abutting UNC property to the south. <br />Existing facilities on this site include Project HomeStart operated by the Interfaith Council for Social <br />Services, and two county buildings: a Senior Center and a multi - purpose Human Services Center. Most <br />of the site remains undeveloped, and there is significant capacity here in this strategic location to <br />construct additional facilities without need to purchase additional property. <br />This report describes the process to date of planning for additional use of this property, and begins an <br />implementation phase to get the needed facilities on the ground. <br />Southern Orange County Government Services Campus I Implementation Report Page 1 <br />
