* 14 <br />S. RECOMMENDED APPROACH TO DEVELOPMENT <br />In consideration of the approved Master Plan for this site, the approved Special Use Permit with specific <br />conditions, and the information and ideas described in this Implementation Report, an approach comes <br />together for construction of these additional governmental facilities <br />The approach starts with a clear vision of the site and its existing facilities, as described previously and <br />illustrated in this drawing: a 34 acre site with three existing facilities. <br />rd <br />The first phase of implementation should include a 15,000 square foot expansion of the Southern <br />Human Services building. This would be an extension to the rear of the existing building, with 7,500 <br />square feet on the same level as the existing facility, and another 7,500 square feet as a lower level. <br />Included in Phase 1, along with the building addition, would be a reconfiguration and addition to the <br />existing parking lot (retaining as many existing parking spaces as possible for reasons of efficiency and <br />cost), construction of the new second access into the site, bicycle /pedestrian improvements along <br />Homestead Road, and reservation of a Veterans Memorial site.
