Chair Jacobs suggested having the Human Rights and Relations Director work on a draft
statement an what Orange County means by environmental justice. Shoshannah Smith. said
that she has the statement from the EPA about environmental justice, but not from the Human
Relations Commission, as it is in the ~rocess~of being drafted. Chair Jacobs said that if the .
feedback came back to the Board by April 15 ,then the HRG could develop its'definition.
Shoshannah said that the HRC is going to be meeting with the consultants on April 14~',
and there will be more clarity.
Commissioner Nelson said that he thinks the public participation meetings will be much
more productive if there is a draft definition for.discussion.
