as well as an updated scoring methodology that institutes some changes to the inputs and <br />weights used to rank /prioritize projects for consideration of inclusion in the STIP that differ from <br />the inputs and weights used for the development of the 2016 -2025 STIP. The scoring <br />methodology is known as Strategic Planning Office of Transportation (SPOT) scoring. The last <br />iteration of project scoring was known as SPOT 3.0, and the next iteration of project scoring is <br />known as SPOT 4.0. Although the development of this slightly modified methodology has not <br />yet been adopted by the North Carolina BOT, it is important to note that these changes may <br />have some implications for the projects Orange County has previously submitted and will likely <br />be submitting in this next iteration of project prioritization. The lists currently under <br />consideration by the BOCC contain all of the projects Orange County will submit for scoring <br />against the NCDOT- adopted scoring criteria. Once scores for each project are received, later in <br />2015 or early in 2016 the BOCC will be given the opportunity to rank the projects for each MPO <br />and RPO in priority order to act as a guide for both Technical Comm ittee/Transportation <br />Coordinating Committee and Transportation Advisory Committee /MPO Board representatives <br />from Orange County to strategize /prioritize their assignment of local input points to projects <br />during each organization's respective internal local input process. The Orange Unified <br />Transportation Board (OUTBoard) considered and recommended to the BOCC the attached <br />project lists for BGMPO, TARPO and DCHC MPO (Attachments 2, 4 and 6) at its May 20th <br />meeting. Maps depicting the geographic locations of the proposed projects for each respective <br />MPO /RPO planning area are provided as Attachments 3, 5, and 7. <br />Proiect Inclusion Methodoloq <br />Generally for all three (3) project lists, the starting point for staff was to carry forward those <br />projects submitted as the County's project priorities from the last iteration of project prioritization <br />in 2013 and 2014 that have a prior history of scoring and ranking through Orange County's and <br />the MPO /RPO ranking processes. However, some modifications were made to the lists. <br />Project deletions and explanations of the reasons for their deletion are provided in the tables <br />that follow the project list description tables in Attachments 2, 4 and 6.
