Attachment 6: Draft Durham - Chapel Hill - Carrboro (DCHC) MPO Project List <br />Ma ID #" Project Project Description/Need SPOT 3.0 Score <br />HIGHWAY PROJECTS <br />Description: Develop congestion management, limited access, bicycle and pedestrian improvements, and aesthetic and capacity <br />improvements along South Churton Street (Old NC 86 /SR 1009) from 1-40 to U.S. 70 Business. More specifically, the project would widen <br />South Churton Street along this segment to multiple lanes with a landscaped median and would widen the railroad bridge. This project is <br />recommended in the DCHC MPO Metropolitan Transportation Plan (MTP). The feasibility study completed by NCDOT in February 2002 <br />recommends a four (4)4ane divided curb and gutter cross section with a 16 -foot median forthe entire segment. Orange County will stress <br />the need to study improvements within the current right- of-way (ROW)forthe segment north of 1 -85 because of the significant built <br />constraints along the corridor and its proximity to the Town of Hillsborough's historic district. Orange County will request that, where <br />South Churton Street (Old NC 86) <br />conditions do not prevent the addition of frontage roads, the feasibility study include the addition offrontage roads with limited access from <br />1 <br />Improvements <br />the corridor. <br />22.36 Division <br />Need: Traffic counts along South Churton Street (Old NC 86) indicate that the corridor is near capacity for average annual daily counts <br />and over capacity for peak periods. Capacity improvements would ease congestion and improve travel time along this primary north -south <br />corridor connecting the Town of Hillsborough and northern Orange County to IAO and 1 -85. <br />This was the second highest scoring project on Orange County's list in the last iteration of STIP development. The project is included in <br />the draft 2016 -2025 STIP but is not considered committed because the right -of -way, utilities and construction phases of the project are <br />scheduled in the last five years. Consequently, it must be resubmitted for consideration. <br />Description: Widen IAO from four (4) lanes to six (6) lanes from the 1- 40/1 -85 interchange to the Durham County line (U.S. 15 -501). The <br />project is recommended in the DCHC MPO MTP. <br />41.96 Statewide <br />1-40 Widening from 1- 40/1 -85 interchange to <br />Need. According to data from NCDOT, traffic along this corridor is near capacity and is expected to exceed capacity in future years. The <br />2 <br />U.S. 15-501 <br />project would reduce congestion and travel time and will likely score relatively well when compared to other projects submitted because of <br />30.18 Regional <br />the added emphasis on congestion and benefit -cost. This project is eligible forfunding at the statewide, regional and divisional tiers. <br />23.59 Division <br />This project is included in the draft 2016 -2025 STIP but is not considered committed because the right- of-way and construction phases of <br />the project are scheduled in the last five years. Consequently, it must be resubmitted for consideration. <br />Description: Widen IAO from four (4) lanes to six (6) lanes from Old NC 86 to the Durham County line (U.S. 15501). This is a subset of <br />the full 1-40 widening project recommended in the DCHC MPO MTP. <br />Need: According to data from NCDOT, traffic along this corridor is near capacity and is expected to exceed capacity in future years. The <br />project would reduce congestion and travel time and will likely score relatively well when compared to other projects submitted because of <br />3 <br />IAO Widening from Old NC 86 to U.S. 15 -501 <br />the added emphasis on congestion and benefit -cost. This project is eligible for funding at the statewide, regional and divisional tiers. <br />N/A (New Project) <br />The full 1-40 widening project is included in the draft 2016 -2025 STIP but is not considered committed because the right- of-way and <br />construction phases of the project are scheduled in the last five years. Consequently, it must be resubmitted for consideration. This subset <br />of the full project is being recommended for submission because it is a lower cost project concentrated along a shorter segment of the <br />corridor where congestion is the most profound, and consequently, the project has a greater chance of being funded and included in the <br />STIP in earlier years than in the existing draft 2016 -2025 STIP. <br />Description: Widen IAO from four (4) lanes to six (6) lanes from NC 86 to the Durham County line (U.S. 15 -501). This is a subset of the full <br />1-40 widening project recommended in the DCHC MPO MTP. <br />Need: According to data from NCDOT, traffic along this corridor is near capacity and is expected to exceed capacity in future years. The <br />4 <br />IAO Widening from NC 86 to U.S. 15 -501 <br />project would reduce congestion and travel time and will likely score relatively well when compared to other projects submitted because of <br />N/A (New Project) <br />the added emphasis on congestion and benefit -cost. This project is eligible for funding at the statewide, regional and divisional tiers. <br />The full 1-40 widening project is included in the draft 2016 -2025 STIP but is not considered committed because the right- of-way and <br />construction phases of the project are scheduled in the last five years.
