"neighborhood character not covered by zoning <br />or land use:' <br />Costs should include consideration of the future cost to <br />transport garbage. <br />5-10-15 criteria ranking considered reasonable. Extremely <br />important criteria: Environmental Justice, Proximity to <br />Schools, Churches..., Number of Residences Impacted, <br />and Impact on Non-Protected Neighborhood Character. <br /> <br />
