the opportunity to participate in a hypothetical case using its approved Technical and <br />Community Specific criteria and weighting system, and engaging further public involvement as <br />desired, before Olver, Inc. begins field exploration for qualifying sites. <br />County management and consultants deem the County has reached a critical juncture in the <br />decisions required to site and develop a transfer station on a timeline compatible with a <br />projected landfill capacity of early 2011. Final adoption of Exclusionary Criteria -with any <br />desired modifications - on May 20 would be extremely beneficial to moving the overall process <br />forward in a conscientious and expeditious manner. <br />FINANCIAL IMPACT: <br />There is no direct financial impact associated with the BOCC discussion and formal adoption of <br />final Exclusionary Criteria to apply in the identification and evaluation of potential Transfer <br />Station sites within Orange County. There will likely be substantial costs to the County (Solid <br />Waste Enterprise Fund) in the overall design and development of the proposed site and the <br />permitting and construction of the actual facility and any ancillary features. <br />RECOMMENDATION(S): <br />The Manager recommends that the Board review and discuss the presentation and background <br />reports from Olver, Inc. on the Preliminary Exclusionary Criteria, receive public comment and <br />input, and adopt Final Exclusionary Criteria incorporating any modifications as may be <br />necessary or desired. <br />
