APPROVED FEBRUARY 1, 1988 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />BUDGET WORK SESSION <br />JUNE 16, 1987 <br />A budget work session was held on June 16, 1927 at 4:00 P.M. at <br />Lincoln Center, Chapel Hill, North Carolina. <br />BOARD MEM ERS PRESENT: Chair Shirley E. Marshall, and Commissioners <br />Moses Carey, Jr., Stephen Halkiotis, John Hartwell and Don Willhoit. <br />STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br />Managers William T. Laws and Albert Kittrell, EMS Director Bobby Baker, <br />Finance Director Gordon Baker, Clerk to the Board Beverly A. Blythe, Data <br />Processing Director Keith Brooks, Deputy Finance Officer Ken Chavious, <br />Finance Analyst Donna Wagoner, Director of Purchasing Pam Jones, Elections <br />Supervisor Bobby Strickland and Director of Personnel Beverly Whitehead. <br />BOARD OF ELECTIONS <br />Peg Parker explained the process that had been used in following Board <br />Policy and purchasing three new voting machines each year beginning in <br />1981. The voting machines have been purchased from four (4) different <br />vendors. The vendor used in 1987 can no longer provide service on the <br />older machines and proposed turning in all the old machines for new ones <br />at a cost of $61,000 (16 optic three tabulators). The allocation for 1986 <br />has been put on hold so that other possibilities could be explored and two <br />different vendors have made presentations to the Board of Elections. She <br />noted that Pitt County has voting machines for sale and the Board of <br />Elections will look at this proposal before a final decision is made. She <br />asked that the Board meet with the Board of Elections to review all the <br />proposals they have received. <br />Chair Marshall noted that the money from 1986 would be carried <br />forward with the allocation for three new voting machines included in the <br />1987 budget. The Board of Elections is in a better position to make a <br />decision on this issue. <br />Discussion ensued on the possibilities of providing the <br />maintenance on these machines locally. <br />equipment has been received which wil allow htheroCountstt,oted that the <br />machines to read the ballots. A meeting will be held for continued dialogue between the Board <br />and the Board of Elections. <br />PURCHASING AND CENTRAL SERVICES <br />Pam Jones %referred to page 69 and stated that a half time position is <br />being requested to expand the pickup services in Hillsborough. There are <br />presently 13 different county offices. While the courier serves all these <br />locations, it is extremely difficult to process the mail and get it to the <br />Post office on time.
