if any section, sentence, clause or phrase of <br />this ordinance or the franchise is held invalid or unconsti- <br />tutional, such in validity or unconstitutionality shall not <br />affect the validity_of the remainder of this ordinance or the <br />franchise. However, if an such provision is determined to <br />be invalid at the time this ordinance becomes effective or a <br />franchise is accepted, and a subsequent change in renders <br />such provision lawful, then such _provision shall thereafter <br />be fully enforceable. <br />(k) The grantee shall not be relieved of its <br />obligation to coEELX promEtLy with and of the provisions of <br />the franchise by an failure to the CountX to enforce prompt <br />compliance. <br />(1) This ordinance and any dispute arising from its <br />adoption, or from any franchise granted pursuant thereto <br />shall be -governed by the laws of the State of North Carolina <br />and the county consistent with a licable Federal Communica- <br />tions Commission rules and regulations. <br />(m) This ordinance shall not be deemed conclusive <br />as to the terms and conditions of any franchise issued here- <br />under.
