(b) On the date specified in the notice for <br />opening Of applications, all applications received will be <br />opened and Placed on file in the Office of the clerk to the <br />board Of commissioners for ten (10) consecutive calendar days <br />Where they will be open for Public inspection during normal <br />business hours. After the applications are opened, a notice <br />shall be published once in a newspaper of general circulation <br />in Orange County stating that said applications are open to <br />public inspection. <br />(c) The . board may grant a franchise or franchises, <br />after a full and complete public h . earing affording all <br />interested parties, including the applicants and the public, <br />the right to be heard. The board will grant a franchise to <br />the applicant or applicants whose proposed system is in the <br />best . interest of the Public and the potential subscribers <br />within the area covered by the franchise. If the board <br />determines that no system proposed by any applicant is in the <br />best interest of the public, no franchise will be granted. <br />Any franchise granted shall contain recitations that <br />demonstrate that the board has examined and approved the <br />grantee's legal, financial and technical qualifications, as <br />we 1 as the adequacy and feasibility Of grantee's <br />construction arrangements. <br />(d) The -0,111ty may request applications for a <br />portion of the UnincorporateC, area of the county less than a <br />whole of <br />t.le unincorporated area. <br />7 <br />
