Section IV. Procedure for granting of franchise. <br />Subject . to and in addition to the 12rocedures <br />contained in the Cable Communications Policy Act of 1984, 47 <br />U.S.C. Section 521 et seg.: <br />(a) Within twelve months from the adoption of this <br />ordinance and whenever necessary thereafter, orange County <br />shall first publish a notice seeking applications for <br />franchises in a newspaper of general circulation throughout <br />the United States and in a newspaper of general circulation <br />throughout Orange County. This notice shall be published at <br />least once a week for four (4) consecutive weeks. This <br />notice shall contain the name of the county, the name and <br />address of the issuing board, the name and address of a <br />representative of the county who can answer inquiries. about <br />the county, in brief the proposed terms of each franchise <br />advertised which terms shall be a minimum requirement for <br />issuance of a franchise, and the date on which the <br />applications for issuance of a franchise will be opened, <br />which date shall be at least forty-five (45) days after first <br />publication of notice. The county shall have available upon <br />request, from and after the date of the first publication of <br />the notice seeking applications, a detailed statement of the <br />minimum requirements which must be met for issuance of each <br />Er anchise advertised, and notice Of this fact shall be <br />published as part of the above notice. <br />6 <br />
