We are not aware of <br />area in the county that Alert will be required to <br />serve under this proposal that Carolina Cable is not <br />already serving or will not serve after its current <br />construction program is completed. More importantly, <br />there are no areas that Alert proposes to serve, as far as <br />We can determine from the information provided, that <br />Carolina Cable is not obligated to serve under its existing <br />franchise. Thus, the area in the county served by cable <br />is not being expanded -- no new service is being required <br />-- but some of the existing service area will have two <br />companies serving it, although with lower quality standards <br />than previously required. <br />CONCLUSION <br />The proposed changes in- cable television policy in <br />Orange County are not an "improvement" of any kind, but <br />represent a major step backward. Even more sadly, this <br />scaleback of service is not necessary. It was not Prompted <br />by failure of the existing cable television policy or the <br />inability of the current cable company to provide top- <br />quality cable service.
