By requiring service to all areas of the county, but <br />excluding areas that did not meet the required 30 homes <br />per mile population density, the County allowed the cable <br />system to grow as the population grew. with the increas- <br />ingly rapid population growth of the county, the existing <br />requirements are producing extensive construction at an <br />ever- increasing pace. There is little more that can <br />realistically be expected. Moreover, to the extent that <br />additional speed is gained, it will be at the expense of <br />current subscribers through increased cost, reduced <br />efficiency and deterioration of overall quality. <br />This plan to revise the County's policies for cable <br />television is not being considered at the request of <br />residents of Orange County -- or even at the request of <br />County officials -- it has been proposed by another cable <br />company that wants to expand its service area. Considering <br />that the County itself determined that Alert's proposal <br />and commitment to Grange County did not merit a franchise <br />at the time the initial franchise was granted, and that <br />the Town of Hillsborough recently delayed action on <br />Alert's request for renewal of the Alert franchise, it is <br />difficult to understand why the County insists on jeopar- <br />dizing the genuinely superior cable service it currently <br />has. <br />- 11 - <br />
