'4 <br />but a two -way communications network is necessary to make <br />this a reality. The County and Carolina Cable have <br />already made an enormous investment in the future by <br />constructing an extensive two -way system. It would be a <br />serious mistake for the County to abandon that course now. <br />The largest portion of the investment has already been <br />made. The incremental cost of continuing to build on that <br />system, and of preserving those future opportunities, is <br />money well spent. <br />Perhaps more importantly, an active two -way plant <br />offers significant current benefits in terms of signal <br />quality and local origination capability. The only <br />"citizen" who appeared and spoke to the Citizens Advisory <br />Committee happened to be someone who worked with public <br />television stations in the area and he was emphatic about <br />the consistently superior signal provided by Carolina <br />Cable in contrast to Alert. The County's advisors can <br />confirm for you that there is an increase in the quality <br />of signal that comes with the two -way system. This is a <br />tangible, current benefit to all subscribers. There is no <br />reason for the County to force them to settle for less. <br />
