Helwig, Chair <br />Daryl Dunlap, presenter <br />DATE: Tuesday, June 16, 1987 <br />w <br />TOPIC: Proposed reply to NC Utilities Commission docket P -10, SUB 428 <br />Failure of the Hillsborough Central Office of Central Telephone <br />Company on April 3, as order by the NCUC on June 1, 1987. This <br />reply due June 18th at the Utilities Commission. <br />The Telephone Technical Review Task Force respectfully submits to you its <br />proposal for a reply the North Carolina Utilities Commission, responding to <br />Centel's answer and response to your complaint on its plans for dealing with <br />further failures. <br />Briefly, the entire Central office failed on Friday, April 3, 1987 from 6 :15 <br />pm to 9 :30 pm. The first technician arrived at about 7:30 but did not notice <br />that both the power converter breakers on the two epu's had tripped. The <br />local technicians arrived at about 9:00 pm, noticed the tripped breakers and <br />had the system running by 9:10 pm. Because the operating environment (which <br />phone number rings which line, and what features are installed on that line) <br />had to be down -line loaded from Hickory, full service did not resume until <br />9:30 pm. Mr. Bobby Baker had trouble getting accurate information and <br />Centel's preparedness plan proved inadequate to deal with the situation. <br />Your initial filing with the NCUC asked Centel to develop a plan in <br />coordination with our Emergency Communications Director. The company, in its <br />response has offered to call our Director (Bobby Baker) when failures occur <br />as they become aware of them. Mr. Baker met with our task force and said he <br />had spoken about and had hoped for an "escalation chart" from Centel so that <br />he could also tell them of problems, and seek higher action and information as <br />required. Since such two -way communication was not in Centel's filing, we <br />recommend that you reply asking for the two major points, 1) the "escalation <br />chart ", and 2) the daily on -call duty roster with names, addresses and phone <br />numbers. We also recommend that you forward the four suggestions for Centel <br />to review and implement on either their own or NCUC initiative. <br />Finally, we are asking that this docket be closed on Centel's acceptance of <br />our two major requests, unless the NCUC wants to keep it open to consider <br />further points as outlined in our original filing and commented on in our <br />proposed reply. We had asked for review of preparedness plans of other <br />telephone companies operating in Orange County, for satisfying any <br />deficiencies found in these plans, and to look at Centel's plans statewide. <br />
