u <br />3 <br />single - family residential lots are compatible <br />with and in harmony with the surrounding <br />community. <br />e) Kim's Drive is approximately 2000 feet long. <br />The NCDOT density requirement of two (2) <br />dwellings for each 528' of road length <br />requires at least eight (8) dwellings on Kim's <br />Drive to meet that requirement. If Richie's <br />Woods is approved and all parcels are <br />developed, Kim's Drive would just meet the <br />NCDOT density requirement. It is the staff's <br />understanding that Kim's Drive has not been <br />extended beyond the point where tax map <br />parcels 1E, 1F, 1J, & 1N meet. This too would <br />require development of all parcels on Kim's <br />Drive in order for the NCDOT density require- <br />ment to be met. So, State acceptance of roads <br />In this subdivision, even if built to NCDOT <br />standards, can only be expected with full <br />development of Spring Crest Meadows and <br />Richie's Woods or with further division of <br />lots in the subdivision. <br />RECOMMENDATION <br />The Planning Staff recommends that Kim's Drive remain a <br />private, unpaved road. Such roads are characteristic of <br />large lot subdivisions In this part of Orange County. The <br />subdivision meets three (3) of the five (5) conditions that <br />justify approval of private roads: less than ten (10) lots <br />are served by Kim's Drive; the subdivision does not involve <br />streets on a thoroughfare plan; and restrictive covenants for <br />Spring Crest Meadow prevent subdivision of the parcels below <br />5.0 acres in size. A fourth condition, that of NCDOT <br />acceptance, justifies private roads until all parcels are <br />developed or further subdivision of lots in Spring Crest <br />Meadows increases the number of developed lots. This indi- <br />cates that a public road is of marginal acceptance. <br />
