The <br />nature and location of the subdivision, includ- <br />ing <br />such considerations as topography, the <br />surrounding area, present and future road plans, <br />and <br />public safety access justify private roads, and <br />2. One <br />or more of the following conditions exist: <br />a) <br />the subdivision consists of less than ten (10) <br />lots; <br />b) <br />the subdivision preserves a natural area <br />through deed restriction and special design <br />features; <br />c) <br />the subdivision does not include or abut any <br />part of a thoroughfare or street shown on the <br />Orange County thoroughfare plan or the <br />thoroughfare plan of an Orange County munici- <br />pality, or does not lie within a designated <br />transition area determined by the County; <br />d) the subdivision joins or extends an existing <br />subdivision where the streets are private or <br />unpaved and when the new subdivision shall be <br />platted to connect with the streets of such <br />existing subdivision and be compatible with <br />and in harmony with the surrounding community <br />area; and <br />
