O p � <br />1 abstained (Yuhasz - due to professional conflict of <br />Interest). <br />Several Board members indicated concern with the <br />manner in which water and sewer is extended by the <br />Town of Hillsborough. <br />b. October Woods - Preliminary Plat <br />(Chapel Hill Township) <br />Presentation by Garrett. <br />The property in question is located in Chapel Hill <br />Township on the east side of Damascus Church Road (SR <br />1939). There are three (3) lots proposed out of <br />10.64 acres, the average lot size is 3.33 acres <br />excluding the rights -of -way. <br />The zoning designation is Rural Buffer (RB) with an <br />overlay district of University Lake Protected <br />Watershed (PW -II). The Land Use Plan designation is <br />Rural Buffer and University Lake Water Supply <br />Watershed. <br />All applicable agencies have reviewed and commented <br />on the application. Section IV -B -7 -b of the <br />Subdivision Regulations requires the dedication of <br />0.15 acres of land or 6,534 sq. ft. in that a <br />greenway is proposed along Prices Creek in the .1PA <br />Land Use Plan. <br />Given the property line distance (867 ft.) along <br />Prices Creek, the resulting greenway would be 7.5 <br />feet in width. Voluntary dedication of an additional <br />45,486 sq. ft. (1.04 acres) would provide a 60 -foot <br />wide greenway adjacent to Prices Creek. Since slopes <br />adjacent to the creek range from 15% to 25 %, and the <br />area is unbuildable due to stream buffer provisions, <br />a voluntary dedication may be possible. The <br />Recreation and Parks. Director has requested an <br />opportunity.to pursue such a voluntary dedication for <br />additional greenway. <br />The N.C. Department of Transportation stated that <br />their policy is to require all public and private <br />roads that intersect with a State- maintained road at <br />right angles. October Woods Road i.s a pre - existing <br />Class B Private Road. <br />The Planning Department recommends approval of the <br />Preliminary Plan subject to the following conditions; <br />(1) Show existing structure(s) on the plat. <br />
