• i 1 <br />APPROVED OCTOBER 20 1987 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JUNE 16, 1987 <br />The Orange County Board of Commissioners met in regular session on <br />June 16, 1987 at 7:30 p.m. in the Courtroom of the old Post Office in <br />Chapel Hill, North Carolina. <br />BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners <br />Moses Carey, Jr., Stephen Halkiotis, John Hartwell and Don Willhoit. <br />ATTORNEY PRESENT: Geoffrey Gledhill. <br />STAFF PRESENT: County Manager Kenneth R. Thompson, and Assistant <br />County Managers Albert Kittrell and William T. Laws, EMS Director Bobby <br />Baker, Clerk to the Board Beverly Blythe, Planning Director Marvin <br />Collins, Housing and Community Development Director Tara Fikes, Purchasing <br />Director Pamela Jones, Director of Department on Aging Jerry Passmore, and <br />Planner Greg Szymik. <br />A. BOARD AND MANAGERS COMMENTS <br />Chair Marshall added the statement "and authorize the Chair to sign" <br />to items F3 and F11. Item Fll was moved to G14 and F14 to G15. <br />Attorney Gledhill changed the designated party on item F4 - Section <br />VIII to Orange County instead of Housing Authority. <br />Commissioner Hartwell gave an update report on the Reservoir Site <br />Committee and the Long Range Water Management Strategy Committee and <br />stated that a report will be forthcoming from the Reservoir Site Committee <br />at the next meeting. <br />B. AUDIENCE COMMENTS <br />1. MATTERS ON THE PRINTED AGENDA <br />Chair Marshall indicated that those who have indicated a desire to <br />speak will be recognized at the time their item appears on the agenda. <br />Because of the length of the agenda, time will not allow additional <br />comments on the Animal Ordinance. She asked that one person make the <br />statement with regards to the school budget. <br />2. MATTERS NOT ON THE PRINTED AGENDA <br />Sarah Stewart, representative of the Chapel Hill - Carrboro <br />Federation of Teachers, questioned statements made by the Board with <br />regard to not being able to line item specific items and parity. She <br />asked that the Board look at the pay level of those who are involved with <br />the Career Ladder in the Orange County School System when considering <br />parity in the supplemental pay. She emphasized that at the June 8 public <br />hearing on the budget there was an overwhelming concern about education. <br />She asked for full support from the <br />education. Commissioners for the sake of <br />John Schaenman, representative of the Orange County Federation of <br />Teachers, indicated that the Orange County Schools do not equate equity <br />with merger but equate equity with the two schools being funded at the <br />same level. He feels that those who live in the Orange County School <br />District would vote for an additional tax for education. He referred to <br />the comments made at the June 8 public hearing and to the fact that no one <br />asked that taxes be cut but only that if the money is going to the schools <br />that the taxes be increased. He asked that the schools be funded first at <br />a level of 65% before considering the other proposals. <br />0 <br />
