U8 <br />III - D - 4 - a. PRELI*SITTARY PLAN APPROVAL <br />Information and such checklists as may <br />be developed shall be presented by the <br />Planning Department with the Preliminary <br />Plan pertaining to land suitability, along <br />with comments and certification of reviewing <br />agencies, and other information required by <br />this ordinance. <br />Review agencies shall make recommendations <br />or certification to the Planning Board on <br />the basis of the suitability, provisional <br />suitability, or unsuitability of the proposal. <br />Where it is determined that to make the <br />Proposal suitable, alternate measures are <br />available to the subdivider, "provisional <br />suitability" shall be recommended. If agency <br />approval is withheld for this reason, the <br />agency shall state in what respects it is <br />Provisionally suitable and recommend measures, <br />where possible, to make the proposal suitable. <br />Only when no alternatives are available, shall <br />"unsuitability" be recommended. The review and <br />certification process shall include, but not <br />be limited to the following agencies who <br />shall submit their findings, recommendations, <br />and certificates in writing to the Planning <br />Board. <br />The Following agencies shall review and <br />certify within their area of responsibility: <br />1• The District <br />Engineer of the N. C. <br />De artment of Trans ortation shall review as <br />to the proposed publicly dedicated streets, <br />highways, and drainage systems as they affect <br />such streets and highways. The Planning <br />Department shall review and certify as to <br />Private roads pursuant to standards set forth <br />in this ordinance. <br />2. The Health Department shall review <br />and certify as to the pr posed water and <br />sewage systems. <br />000' 3.
