g. Unified Development Ordinance (UDO) Amendment Outline and Schedule for the May <br /> 2015 Quarterly Public Hearinq <br /> The Board approved process components and schedule for a government initiated Zoning <br /> Atlas amendment for the May 2015 Quarterly Public Hearing. <br /> h. County Sheriff's Office — Records Retention and Disposition Schedule <br /> The Board approved the County Sheriff's Office Records Retention and Disposition Schedule <br /> and authorized the Chair to sign. <br /> i. Access Easement for Jeffrey Fisher— Hollow Rock Access Area <br /> The Board authorized the County to grant a 30-foot-wide access easement for Jeffrey Fisher <br /> to access his landlocked residential property through the Hollow Rock Access Area. <br /> j. Replacement Ambulance for Oranqe County Emerqency Services <br /> The Board approved the purchase of one (1) ambulance that will replace a 2007 model <br /> ambulance manufactured by Wheeled Coach. <br /> 7. Reqular Aqenda <br /> a. Joint Planninq Land Use Plan and Aqreement Amendments —Aqricultural Support <br /> Enterprises Within the Rural Buffer Land Use Classification <br /> The Board considered County-initiated amendments to the Joint Planning Land Use <br /> Plan and Agreement to allow for the possibility of locating appropriate Agricultural Support <br /> Enterprises within the Rural Buffer land use classification. <br /> Perdita Holtz said in June 2014 the BOCC approved a version of these amendments. <br /> She said the Towns of Carrboro and Chapel Hill approved slightly different versions. She said <br /> all three local governments must approve the same thing. She said pages twenty eight <br /> through 32 of attachment 3 of the agenda materials show yellow highlighting to note changes <br /> from the version approved by the BOCC in June 2014. She said the differences were fairly <br /> minor. The differences were as follows: <br /> 1) On three occasions the words "low intensity" have been added in front of"agricultural <br /> support uses". <br /> 2) Changing the words "zoning and subdivision ordinance" to "unified development ordinance" <br /> to reflect the current title of Orange County's Land Use regulations. <br /> 3) On page thirty two it is stated that a joint public hearing and the approval of all three local <br /> governments before the County could materially change its UDO in regards to the agricultural <br /> support enterprises within the rural buffer in regards to the regulations that pertain to those. <br /> Perdita Holtz said amendments to the joint planning documents must be approved <br /> before the County can consider adoption of the UDO amendments. She said the abstracts <br /> indicated that the Towns made recommendations on the UDO amendments as is within their <br /> right to do as joint planning partners. She said the Towns' recommendations have been <br /> incorporated into the UDO amendments that the BOCC is scheduled to consider on May 5tn <br /> 2015. She said the recommendation for tonight is for the BOCC to deliberate as necessary on <br /> this proposed amendment to the joint planning documents and to decide accordingly. She <br /> said if the BOCC decides to adopt the amendments then the resolution to adopt is in <br /> attachment 1. <br /> Commissioner Rich referred to page 32 seeking affirmation of her understanding that if <br /> anything changes in the UDO there must be a public hearing on the specific ordinance. <br />
