Group of residents contacted staff after meetinq and asked to meet to discuss the proposed standards for overlay districts - Staff inet with residents eight times from August 2014 through January 2015 - Group suggested changes to proposed standards • Public information meeting held February 23, 2015 Resident Group Suqqestions • Suggestions (attachment 6) can be categorized into three broad categories: - Allow more flexibility in enforcing the standard - Clarify the intent of the standard by modifying the language - Remove some standards • Modification to the adopted Access Management Plan - Will be scheduled later this year Efland-Mebane Small Area Plan Implementation Focus Group and Planninq Board Review • February 2, 2015 — Implementation Focus Group voted unanimously to recommend approval of the proposed amendments • March 4, 2015 — Planning Board voted unanimously to recommend approval of the proposed amendments Attorney's Office Direction • Received direction in late March to modify some proposed language. • Color coded in orange text in the amendment package (Attachment 3) - Does not substantially change the amendments Recommendation for Toniqht • Receive the Planning Board's recommendation • Close the public hearing • Deliberate as desired • Decide accordingly - Adopt the Statement of Consistency in Attachment 2 - Adopt Ordinance in Attachment 3 Commissioner Jacobs asked if the intention was to make the language more clear. Perdita Holtz said the feedback received from some of the resident groups recommended clarified language. Commissioner Jacob asked if the language is thought to be clearer than it was or if it was the group's attempt to make it clearer. Perdita Holtz said she is confident the language can be interpreted in the way it was intended. Commissioner Jacobs asked if the intention will be that of the resident's group or that of the original committee that met for several years to create the original language.
