He said t sales have been posted <br /> annually to the website in previous years. He said during revaluation any sales used to <br /> develop models will be posted. He added this could include sales over 18 to 24 months. He <br /> said the sales bank will include a great deal of information that property owners can use to <br /> look at their own property as well as others within their neighborhoods for comparison. He said <br /> the goal is transparency and helping the public to be as informed as possible to avoid error. <br /> He stated he had spoken at churches in the past in other locations and found it to be very <br /> helpful. <br /> Commissioner Price asked how the revaluation will affect those who qualify for the <br /> Homestead Exemption tax. <br /> Dwane Brinson said there is no reapplication for the Homestead Exemption tax. <br /> 5. Comprehensive Plan and Unified Development Ordinance (UDO) Text <br /> Amendments and Zoninq Atlas Amendments to Establish Two New Zoninq Overlay <br /> Districts in the Efland Area (No Additional Comments Accepted) <br /> The Board received the Planning Board recommendation, closed the public hearing, <br /> and considered a decision on Planning Director initiated amendments to the Comprehensive <br /> Plan, Unified Development Ordinance, and Zoning Atlas to establish two new zoning overlay <br /> districts in the Efland area. <br /> The primary purpose of the overlay districts is to provide for a more village and urban <br /> style of development in an area of the county served, or intended to be served, by public water <br /> and sewer systems. <br /> Chair McKee said two people signed up to speak about this item. He asked John <br /> Roberts for clarification as the abstract indicated further comment was not to be accepted. <br /> John Roberts said the UDO is written so that no more oral comments are allowed at <br /> this stage of the public hearing. He added that the ordinance language indicates that the only <br /> reason for the public hearing process is to receive the Planning Board comments and any <br /> written comments submitted to the Planning Board. He clarified acceptance of an individual's <br /> comments at this portion of the hearing could lead to the overturning of the entire process. <br /> Chair McKee indicated due to these regulations, the two citizens signed up to speak <br /> would not be allowed to do so.
