Below are staff comments and questions regarding your request. These are intended to help you craft <br />your materials, evidence to be submitted at the Quasi - Judicial hearing to be held by the Orange County <br />Board of Commissioners (BOCC) tentatively scheduled for May 26, 2015 Public Hearing <br />SITE PLAN DRAWINGS (SheetC1001): <br />Please include the following information graphically on the plan and /or the notes: <br />1. Include the soils types for the property. <br />2. Provide a general description of the existing vegetation within the subject area (e.g. XX% <br />hardwood and YY% evergreen trees and shrubs ranging in height from XX' to YY' feet and <br />ranging in size from XX" to YY" caliper inches. <br />3. Include a general legend (e.g. canopy, understory hardwood /evergreen) for the typical 100' long <br />section of the buffer (detail A -5). Also include a minimum rate. <br />4. Indicate that the buffer will achieve an opacity height of XX' feet in height within 3 -5 growing <br />seasons. <br />5. Add a landscape note that existing vegetation and supplemental plantings may be provided <br />between the 50' buffer and the fence areas to achieve an opaque screen. <br />6. Indicate a range of spacing between rows for the solar panels as well as a range of height and <br />width of the panels in detail A -4. <br />7. Label the 30' wide Type B Buffer along White Cross Road. <br />8. Revise or clarify the label "Proposed Lease Line." Our understanding was that this was a <br />purchase agreement. Also label this line and perimeter as "Limits of SUP." <br />II. SITE PLAN SECTIONS (SheetC1002): <br />Please include the following information graphically on the plan and /or the notes: <br />1. Include a sampling of distances, spot contour elevations and a vertical heights to illustrate the <br />relationship of the solar arrays with adjacent properties. <br />2. Illustrate adjacent structures in the Section Key Map. <br />3. C -3 Section label distance to Haggerty House. <br />As discussed in our meetings, we encourage you to address the above comments before the Public <br />Hearing. We understand that you plan on submitting the 20 BOCC plan sets today, these revisions are <br />minor in nature and can be entered into the record the day of the Public Hearing. <br />We also encourage you to start preparing your evidence to be entered into the record as well as <br />the expert witnesses you may need to address any concerns or specific findings of fact. <br />As always, we will be more than happy to review (and /or meet with you in person) to ensure your <br />materials address the stated concerns and /or required findings of fact for the Class A SUP.
