(~ `~" <br />Animal Services Advisory Board (ASAB) <br />Approved Minutes for March 19, 2008 Meeting <br />Present ASAB Members: Daniel Textoris, Pat Sanford, Susan Elmore, Jean Austin, Janzes Kramer, <br />Moses Cary, and Kristine Bergstrand. <br />Absent ASAB Members: Ross Oglesbee, Bonnie Norwood, Tracy Carroll, Dewana Anderson, Suzanne <br />Roy and Rachel Beckham. <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Shelter Manager Jessica Allison, <br />Animal Control Manager Irene Phipps and Administrative Assistant Paztla Ragan. <br />Priblic Members Present: Elliott Cramer <br />Welcome and Opening Comments ASAB Co-Chair, Stzsan Elmore, called the meeting to order. <br />Motion was made by James Kramer and seconded by Daniel Textoris to approve the Agenda dated <br />March 19, 2008 with one change to add an item to disczrss the Carolina North chemical remediation. <br />VOTE: Unanimous. <br />Motion was made by Daniel Textoris and seconded by Kristine Bergstrand to approve the minzztes dated <br />February 20, 2008 with one change to add "It was understood that the permit requirement and ordinance <br />wozzld be revisited at a later date" to bzzllet four on page 2. VOTE: Unanimous <br />General Pr~blic Comment None <br />Unfinished Br~siness- <br />Tethering Ordinance Update- Bob Marotto reported that there were two issues with additional changes <br />made in the proposed amendment by the county attorney since the last meeting: (1) the exemption of <br />existing kennel permits from the enclosure requirement; and (2) matter of notice in the event that an <br />animal is seized and impounded under the proposed amendment.. The County Attorney has since then <br />received information regarding related litigation that is occurring now in Wake County and the issue in <br />that litigation is the issue of notice. The County Attorney thought it would be best to incorporate those <br />changes at the same time. <br />In addition, a member of the board indicated that there was an inconsistency in the restrictive language <br />of the proposed Tethering Document. After considerable discussion, a motion was made by Kristine <br />Bergstrand and seconded by Moses Cary that the Tethering Committee wozrld reconvene as a matter of <br />procedure to decide on a consistent language and make a recommendation to the ASAB. VOTE: <br />Unanimous <br />Bob Marotto reported that at the commissioner's work session it was suggested that we go forward with <br />the amendment and as we proceed there should be some period of time designated for the proposed <br />preliminary Amendment and FAQ to be available for the commzrnity to review on ozrr website and in <br />media advisories. This wozrld be a prelzrde to the schedazling of the item on the BOCC Agenda. <br />
