5~~ <br />Animal Services Advisory Board (ASAB) <br />Approved Minutes for August 15, 2007 Meeting <br />Present ASAB Members: Daniel Textoris, Kristine Bergstrand, Ross Oglesbee, Pat Sanford, Susan <br />Elmore, Jean Connerat Austin, Tracy Carroll, James Kramer, Carolina Green and Dewana Anderson <br />Absent ASAB Members: Bonnie Norwood and Moses Carey. <br />Others in Attendance: Animal Services Director Bob Marotto, Animal Control Manager Irene Paul and <br />Administrative Assistants Paula Ragan and Andi Morgan. <br />Public Members Present: Margie Huggins and Suzanne Roy <br />Welcome and Opening Comments-Chair of the ASAB Committee, Kristine Bergstrand <br />Motion was made by Ross Oglesbee and seconded by Jean Connerat Austin to approve the Agenda dated <br />Az~gust 15, 2007. VOTE: Unanimous <br />General Public Cornrnent None <br />Unfrnished Br~siness <br />Rabies Lecture- Dr. Carl Williams Public Health Veterinarian N. C. Dept of Health will be giving an <br />public lecture on September 4, 2007 regarding rabies in North Carolina. This is being held during the <br />week of the Inaugzrral World Rabies Day. <br />Public Relations Plan for Proposed Fine Updates---Bob Marotto reminded everyone that the <br />BOCC did not adopt fine increases for violations of select animal ordinances as part of the <br />budget process. Rather, the BOCC asked that staff return to it with a public relations plan that <br />would make people aware of those fine increases in advance of their implementation and provide <br />justification for the increases. A staff work group was formed which developed elements of the <br />plan that was distributed for discussion. Andi Morgan gave an overview to the committee of the <br />"Working Document ". A motion was made by Pat Sanford and seconded by James Kramer that the <br />Animal Services Advisory Board feels this is a very strong document that should be used and <br />recommended to the BOCC with a few minor modifications that staff agreed to make.. VOTE: <br />Unanimous <br />Report and Proposal for Orange County's Tethering Committee Ordinance Amendment ----The <br />committee reviewed and discussed the doczmzent prepared by the Tethering Committee. Among other <br />issues, discussion included the pzzblic input process of the Tethering Committee, the enforcement of the <br />recommended ordinance changes, and how the recommended changes related to other state and local <br />regzrlations. A motion was made by Pat Sanford and seconded by Ross Oglesbee that the proposal <br />formulated by the Tethering Committee be forwarded to the Board of County Commissioners for <br />
