~~ <br />Animal Services Tethering Committee Meeting <br />Wednesday, March 7th, 2007, 7:00 - 8:30 p.m. <br />Meeting Summary <br />Location: Conference Room, Southern Human Services Center, 2501 Homestead Road, <br />and Chapel Hill. <br />OCTC Members and Staff Present: Jean Connerat Austin, Mary Dow, Alane Koki, <br />Michael Nelson, Suzanne Roy, Kelly Strowd, Animal Services Director Robert Marotto, <br />Animal Control Manager Irene Paul, Office Assistant Lisa Smith. <br />OCTC Members Absent: Rachel Beckham, Kristine Bergstrand, and Margie Huggins. <br />Others in Attendance: Amanda Arrington. <br />Approval of Meeting Summary from February 27th, 2007: Motion was made Jean <br />Connerat Austin to approve Meeting Summary and seconded by Suzanne Roy. <br />VOTE: Unanimous <br />Agenda Review: The proposed Agenda for this meeting was reviewed and accepted. <br />General Public Comments: Amanda Arrington with Coalition to Unchain Dogs spoke <br />regarding the importance of banning the tethering of dogs in Orange County. She talked <br />about a recent incident of a child being attacked by one of the family's dogs that was <br />chained in the backyard in Durham. <br />Obtaining Public Input: There was a discussion on how to get public input to allow <br />people to comment on the tethering issue. It was decided staff would create a simple <br />survey to hand out at the next rabies clinics regarding if they are for or against tethering <br />and informing residents of the public input meeting. Getting information on Animal <br />Services Website with a brief introduction and links to ordinances with tethering bans <br />and tethering limitations. Sending out media advisories, and advertising on forums and <br />blogs soliciting public input. <br />Review of Various Tethering Regulations: There was a review of three different <br />categories of tethering ordinances. <br />Prohibition of tethering <br />Time limited tethering <br />Tethering with attached conditions (proper collar, length and kind of tether) <br />
