5 <br />STAFF COMMENT. A recommended condition of approval is that proposed septic system <br />layout shall consist of individual septic systems and that Orange County Environmental Health, <br />Planning, and the Attorney's office shall review and approve the various wastewater easements <br />for the system prior to the BOCC taking action on the application. <br />With respect to the serving of the property via the proposed 6 inch line staff has some concerns <br />over the ability of the system to support proposed fire hydrants. As detailed within Attachment 3 <br />the Fire Marshal, Mr. Jason Shepard, has requested additional detail on the proposed line. <br />Planning staff has discussed concerns over the sizing of the line with the applicant's engineer as <br />well. Unfortunately as there is only an existing 6 inch water line to serve the project, placing a <br />larger line within the Hart's Mill development will only result in poor water quality for residents. <br />Staff has asked the developer to provide additional detail on the water line for presentation at <br />the public hearing. <br />Stormwater Drainage: The applicant has tentatively identified a stormwater drainage plan <br />allowing for the natural infiltration of runoff on -site. <br />STAFF COMMENT. Staff has completed a preliminary review of the proposed stormwater <br />drainage system. A recommended condition of approval for this project is the applicant secure <br />all necessary Erosion Control and Stormwater Management permits prior to the commencement <br />of earth disturbing activities. The applicant has been made aware of this potential condition and <br />has expressed no reservations. <br />Land Use Buffers: The applicant is proposing to maintain /provide the following land use buffers: <br />• 20 Foot Type A buffer along Frazier Road and the perimeter of the proeerty, <br />• A buffer along the eastern property line incorporating required buffers from identified streams <br />and floodplains consistent with the provisions of Section 6.13 of the UDO. <br />The applicant is proposing to cluster trees in the proposed land use buffer areas. Existing <br />foliage along the perimeter of the property shall also be preserved to avoid conflicts with <br />adjacent property owners. <br />STAFF COMMENT. Staff has completed a preliminary review of the proposed land use buffers <br />and finds them consistent with UDO requirements. We are, however, requesting additional <br />detail on plantings for proposed residential lots and along the various internal roadways. <br />Solid Waste: Orange County Solid Waste has requested additional detail on how the applicant <br />will dispose of waste. The site plan does not provide sufficient detail on dumpster or trash <br />receptacle location and does not provide information on how trash will be removed. Please <br />refer to Attachment 3 for additional detail. <br />Analysis: As required under Section 2.9.2 (E) of the UDO, the Planning Director is required to: <br />`cause an analysis to be made of the application' and pass that analysis on to the reviewing <br />body. In analyzing this request, the Planning Director offers the following: <br />1. The application has been deemed complete in accordance with the submittal <br />requirements of Section 2.9.2 (C) of the UDO. <br />
