Solid Waste Management Plan — This document must be filled out and returned to me for review and <br />approval. A copy of the blank document will accompany the e -mail that transmits these comments to you. <br />2. Standard Notes — The following standard notes shall be placed on the plan in a prominent location: <br />Construction Waste: <br />• All existing structures 500 Square Feet and larger in size shall be assessed prior to <br />demolition to ensure compliance with the County's Regulated Recyclable Materials <br />Ordinance (RRMO) and to assess the potential for de- construction and /or the re -use of <br />salvageable materials. <br />• By Orange County Ordinance, clean wood waste, scrap metal, and corrugated cardboard <br />present in construction or demolition waste must be recycled. <br />• By Orange County Ordinance, all haulers of mixed construction and demolition waste that <br />includes any regulated recyclable materials shall be licensed by Orange County. <br />• Prior to any demolition or construction activity on the site the Applicant shall hold a pre - <br />demolition /pre - construction conference with the Solid Waste staff. This may be the same <br />pre - construction meeting held with other development /enforcement officials. <br />• The presence of any asbestos containing materials (`ACM') and /or other hazardous <br />materials in construction and demolition waste shall be handled in accordance with any and <br />all local, state, and federal regulations and guidelines. <br />Site Plan (Plan Sheet SP -5) — The plan shows a designated "Recycling and Solid Waste" facility along the <br />entrance road adjacent to the Solar Array and raises several questions that need to be answered. First, <br />Orange County Recycling would normally collect curb -side mixed recyclables (paper, bottles, jars, cans, <br />cardboard) from 95 gallon roll -carts located along the street in front of each residence and if the applicant <br />wants that service, the roads and traffic circle must be sufficiently wide /large enough to accommodate the <br />collection vehicle. This would need to be checked using turning radius templates placed on a full -size, to <br />scale plan sheet (which I do not have). Secondly, because the project is located outside of an incorporated <br />town/city, garbage collection service will not be provided. So the 3 options are to have each resident be <br />responsible for taking their garbage to a County Solid Waste Convenience Center, contracting for the <br />collection by a private contractor, or having the project's HOA contract for the collection. If the applicant <br />chooses the option of having a centralized shared facility it likely makes sense to utilize a `bulk' (dumpster) <br />garbage container instead of individual roll -carts, however, in order for the County to collect the mixed <br />recyclables, individual roll -carts must be used. The attached detail shows a refuse enclosure that contains 2 <br />bulk containers (I for garbage, I for corrugated cardboard, and up to 9 mixed- recyclable roll- carts). If the <br />applicant chooses to have the same private waste collector pick up the mixed - recyclables (instead of the <br />County) that will be allowed but the annual collection fees will not be waived. If the applicant choose this <br />option then a scaled and dimensioned detail of the refuse /recycling enclosure will need to be placed on the <br />plans. Also, there must be adequate tuning movements to get into and out of the enclosure without making <br />too many 3 point turns. <br />Thank you for the opportunity to review and comment on this plan and please let me know if you have any questions <br />or wish to discuss this matter further. <br />
